Police Deadly Use of Force Bill Passes Both Chambers in Waning Moments of 2007 Legislature
Rep. Shields Carries Bill to Bipartisan Passage in House.
Sen. Gordly and Sen. Carter Steer Bill to Passage in Senate.
Salem , Ore. - June 28, 2007 - Just one hour before the legislature adjourned, State Representative Chip Shields (D-N/NE Portland) carried SB 111-C, the police deadly use of force bill, to bipartisan passage on the floor of the Oregon House of Representatives. The bill was repassed in the Senate minutes later and is on its way to the Governor's office for signature.
"I offer my sincere congratulations to Sen. Avel Gordly (I-Portland), Sen. Margaret Carter (D-Portland) and Attorney General Hardy Myers and his staff for fighting to keep this bill alive and for ultimately passing it," said Shields.
SB 111-C sets up deadly use of force planning authorities in each county throughout the state and sets up a process for counties to prepare to respond to deadly use of force incidents. In a last minute compromise needed to win passage, proponents agreed to remove the portion of the bill that allowed limited public access to grand jury transcripts in deadly use of force cases.
